Lawsuit: Sites Supporting Embattled School Chief Blocked
Group Sues Board, Alleging Violation Of Rights

INDIANAPOLIS -- The Indiana State Teachers Association on Monday sued Perry Township's school board, alleging the panel inappropriately blocked employees' computers from accessing Web sites supporting the district's embattled superintendent.The federal suit claims board president Susan M. Adams ordered that the school district's computers not allow users to view two weblogs supporting Superintendent Doug Williams -- www.wesupportwilliams.com and www.takebackperryschools.com.Adams was in the majority when the board voted 4-3 to suspend Williams in November and start proceedings to fire him in May. The majority accused Williams of insubordination and neglect of duty.
District policy says Web sites can be blocked if they aren't of educational importance. Supporters of the lawsuit said the weblogs in question don't violate the policy. The ISTA said the blocking of the pro-Williams sites violates teachers' First Amendment rights."In this case, we're talking about the lives and everyday movement of the teachers of Perry Township," said Terry Rice, president of the Perry Education Association. "The ... people are wanting to know what is their future."Adams on Monday told 6News' Ericka Flye that the school system's computers block all weblogs -- not just the two in question. She said she did not order that the two pro-Williams sites be blocked.Published reports last week said Williams tentatively agreed to leave his post. In a statement released last week, Williams said "there are negotiations involving efforts on the part of a federal magistrate."
