Senate Gets Crack At CIB Bailout Plan
Ballard Proposal To Be Considered

INDIANAPOLIS -- The Indiana Senate gets its first chance Tuesday to vote on the latest plan to bail out Indianapolis' Capital Improvement BoardSenators will weigh in on a bill that would raise several taxes to provide money to operate the CIB's sports and convention facilities, 6News' Norman Cox reported.
The entire process appears to be on a fast track. Less than two weeks ago, a Senate committee approved Sen. Luke Kenley's plan to rescue the CIB, but that plan appears to have been tossed in favor of one Indianapolis Mayor Greg Ballard unveiled Monday.Ballard's plan raises the hotel tax and sports ticket tax, but it doesn't increase the food and beverage tax. In its place, the rental car tax would increase.Ballard's proposal also ditches a statewide alcohol tax increase in favor of an option provision that would allow counties to hike booze tax on their own."This plan is true to my pledge that the burden for solving this problem should fall mainly on those who use and profit from these facilities," Ballard said.The mayor said he won't endorse a downtown casino to provide money for the bailout, but he reluctantly conceded Monday that he might look at that option if forced to do so.The Indianapolis Colts and Indiana Pacers have not committed to contributing anything to help shore up the shortfall, but Ballard and other elected officials have said they believe that money will be forthcoming."There's some pushback, as you can probably imagine. But I think we can craft a solution," he said.Marion County would get $10 million to $12 million under Ballard's plan, up from $8 million in Kenley's proposal.The CIB is facing an expected $47 million operating deficit from Conseco Fieldhouse, Lucas Oil Stadium, Victory Field and the Indiana Convention Center.
