Polian: Colts Are 'Good Corporate Citizens'

Gov. Mitch Daniels weighed in Friday on the Indianapolis Colts' defiant response to calls for the team to help lawmakers bailout the Capital Improvement Board's projected $47 million operating deficit.

Daniels said both the Colts and the Indiana Pacers need to search their consciences about contributing to the bailout and said all parties need to take part in the plan to fund operations of the CIB's facilities, 6News' Norman Cox reported.

"When circumstances change, you have to make adjustments. That's true of budgets. It's certainly true of issues like the CIB," Daniels said. "I just hope all parties will take a constructive role. Everybody is going to have to play a role ... all parties, and that should certainly include both teams."

The governor's comments came a day after the Colts drew a line in the sand, issuing a statement in which they denied ever asking for a new stadium and said they are fulfilling all their obligations.

Colts President Bill Polian echoed the statement during a news conference concerning the NFL draft on Friday.

"It's been said we have no skin in the game. Well, we paid $100 million toward the building of that stadium. That's more than any other organization in this city has paid," he said. "We view ourselves, I think justifiably, as good corporate citizens, not as people who don't care about this community or this state."

House Speaker Pat Bauer said Friday that he didn't think much of the Colts' letter and that the team needed to change its attitude.

"They need to assume some responsibility, too. They have a pretty good deal and pretty good home. I just think they ought to be more positive also," he said.

The conference committee that is working on the bailout bill met Friday afternoon and heard testimony from Mayor Greg Ballard and the CIB's budget committee chairwoman. As currently written, the bill calls for four new taxes in Marion County and $5 million contributions from both teams.

If something's not done soon, it could mean major changes for the convention schedule, officials warned.

"I think if there is no solution, very soon we'll need to open up the contracts that we have with lots of conventions, see what kind of notice we need to provide to them that we may not be able to have the Convention Center operational," said CIB budget chair Ann Lathrop.

Ballard also appealed to lawmakers for help. He said he doesn't want to raise taxes, but that the county needs something to close the deficit gap.

"Downtown Indianapolis is a major, major economic engine for Indiana," he said. "I've stated the facts before, but they bear repeating: 60,000 jobs, $3.5 billion are generated by our hospitality industry."

There is considerable doubt whether the bill in its current form could pass the Legislature or the City-County Council.
