Daniels: Joining Budget, CIB Bailout Best Option

INDIANAPOLIS -- Gov. Mitch Daniels told reporters Friday that joining the budget and the bailout of the Capital Improvement Board into one bill is the best way to get both passed during the upcoming special session.Daniels said the city and Mayor Greg Ballard need to be onboard with the plan, 6News' Norman Cox reported."We'll be looking really to both legislators, but first of all to the city itself to see what sort of approach they'd most prefer," he said. "But I think that's quite a natural and appropriate thing to do, to incorporate something there and see if we can't button that up."
Ballard had reluctantly put forward a bill to bailout the organization that overseas the city's professional sports venues in the final days of the regular session, but then started backing off some of its tax increases.Marion County Democratic Chairman Ed Treacy said any bailout will need Democratic votes both in the Legislature and on the City-County Council. He questioned whether asking his party for votes is fair."I've seen time after time when we Democrats have gone across and helped Republican governors, Republican mayors. But we had, you know, sixteen years of a Democrat governor, and we had eight years of a Democrat mayor. And I virtually never saw the Republicans come over to help," he said.Lawmakers were unable to pass a budget bill before the end of the regular session last week. A date for a special session has yet to be set.The CIB is expected to be $47 million in debt from operating Lucas Oil Stadium, Conseco Fieldhouse, Victory Field and the Indiana Convention Center.
