Police: Woman Found Nude After Running Down Fishers Officer

Officer Hit By Car During Disturbance Investigation

Police said a woman who struck a Fishers police officer with her car before he fired shots at her was nude when she was apprehended a short time later.

The incident began at a Village Pantry in the 8700 block of East 96th Street, near Lantern Road.

The officer, identified as Jeff Phelps, was taken to Riverview Hospital in Noblesville, where he was treated and released for minor injuries to his legs.

Store employees said the woman, identified as Leann Orbin, 47, of Indianapolis, came to the store at about 4:20 a.m. and was acting strangely. According to investigators, Orbin asked employees to call police because she had been hurt.

Phelps arrived at the store and confronted Orbin, who came back to the store at about 4:45 a.m., according to officials.

When Phelps went outside to talk to Orbin, who was sitting in her car with the door open, Orbin put the car in reverse and began to back up, striking Phelps, according to Fishers police Sgt. Gerry Hepp.

Investigators said Orbin then drove directly toward Phelps, who was lying on the ground. Phelps fired his gun and was not hit a second time, police said.

"She put the car in drive and spun the tires and drove directly toward the officer as he was on the ground. He fired rounds at her car as she was driving towards him and passed him," Hepp said.

Police said Orbin was apprehended a short time later by another officer after she allegedly tried to push that officer's police car with her car. Right before she was taken into custody, Orbin stripped off all of her clothes, Hepp said.

"We're talking a matter of seconds -- just a minute or two before she was at the conclusion of the short pursuit," Hepp said.

Orbin was taken to Community North Hospital with unspecified injuries. A prosecutor will determine what charges she may face. Police said they think she was impaired by drugs or alcohol during the ordeal.

Phelps was placed on administrative leave, pending a routine investigation.
