INDIANAPOLIS -- A vigilant city employee is being credited with leading police to a man facing five felony child molestation charges stemming from his alleged involvement with a 13-year-old girl.A Department of Public Works employee on Tuesday recognized Rachad Strong, 29, of Indianapolis, from a mug shot released by investigators, 6News' Jack Rinehart reported.Strong was arrested Tuesday at an apartment complex in the 2700 block of North Graham Road, which sits across the street from an elementary school.
Police said Strong molested the 13-year-old daughter of his former girlfriend on three separate occasions in July and August 2009."Strong was seen as a father figure in the victim's life," Sgt. Matthew Mount said in a news release. "Because of the believed positive impact he had on the child, the mother had allowed her daughter to visit him after the relationship had ended."Police said Strong plied the girl with alcohol and prescription drugs before sexually assaulting her.
