City: Man Used Lot As Personal Landfill

Police Stop Illegal Dumping Operation On West-Side Lot

Police say a man used a lot on Indianapolis' west side as his own personal landfill, prompting complaints from neighbors that caused action to be taken.

Indianapolis police said Leon Horne used a lot at 1020 Miley Ave., to dump several truck loads of debris.

Neighbors told 6News' Joanna Massee they have been troubled for years by illegal dumping at the site.

"It degrades my property. It makes it look bad. I have a lawn guy that comes out and cleans our lawn every week," said resident Connie Cowherd. "You go outside and there's all kinds of mess out there, and every day, it's something different."

At a visit to the site Monday, 6News found three televisions, a cat scratching post, wood and building material, a mattress and many other discarded items.

Environmental Officer Brad Craig discovered that the debris was from an old restaurant downtown and was hauled away by a company called Divorce Man Hauling, which is owned by Horne.

No one came to the door when 6News went to Horne's home in an attempt to get a comment from him, but a truck full of debris sat in the driveway. Craig said Horne admitted to illegal dumping.

"He's been very cooperative with this investigation. He's not denying anything, and he is working with us," Craig said.

Cowherd said she'll be glad when the mess is cleaned up.

"You got all kinds of rodents. We got all kinds of dogs running around here," she said.

Horne could potentially be charged with 29 violations that could carry a maximum fine of $72,500. Police plan to summons Horne next week.
