Prosecutor: Shoe Cam Man Creeped Out Victims
Some Victims Underage, Police Say

INDIANAPOLIS -- A man who prosecutors said used a sophisticated camera, lighting and audio setup to videotape upskirt pictures of at least 30 women at an Indianapolis mall behaved oddly around victims.David Delagrange, 40, of Fort Wayne, pleaded not guilty Wednesday to seven counts of voyeurism, four counts of attempted child exploitation and one count of resisting law enforcement, telling reporters outside court that he very embarrassed.Court documents indicated that Delagrange followed women around Castleton Square Mall, getting close enough to dozens of them to photograph up their dresses. Victims were as young as 15."One of the female victims summed it up best -- creepy white guy following them in stores, smelling their hair, rubbing up against them," said Marion County Prosecutor Carl Brizzi. "It's scary stuff, as a parent and especially for these young people."Delagrange tried to get a judge to give him a court-appointed attorney, but the judge said he is not indigent and would have to get his own counsel.Police said that when Delagrange was arrested on Saturday, he had a camera and flashlight on his shoe and could control the system using a device in his pocket.Delagrange, a self-employed engineer who specializes in custom computer equipment, may have been selling the footage on the Internet, where there are several how-to sites that sell upskirt cameras."That sense of being able to watch someone who doesn't know they are being watched, or see someone who knows they are being seen, gives the person power," said Dr. Elgan Baker, a clinical psychologist. "It's something that is very difficult to treat."On Wednesday evening, police said three more women came forward and were identified on video. Three more charges of voyeurism were expected to be filed Thursday morning.Police asked that any woman or girl who was at Castleton Mall on Saturday 3-9 p.m. wearing a dress or skirt and remembers Delagrange standing near her, call Detective Michael Schollmeir at 317-327-6137.
