Police Release Surveillance Video Before Arrest

A man was arrested late Friday in the slaying of a man in the parking lot of a pub on Indianapolis' northwest side.

Indianapolis police Lt. Jeff Duhamell said Joel Rowley, 36, of Indianapolis, killed Leon Pepper, 25, outside Kelly's Pub, near 56th Street and Georgetown Road, at about 3:20 a.m.

Rowley was arrested on charges of murder and carrying a handgun without a license.

Police had released surveillance video of the incident late Friday in hopes of identifying the suspected shooter.

Investigators said Pepper and Rowley were involved in an altercation that resulted in Pepper being shot in the back.
