INDIANAPOLIS -- Perry Township Constable Roy Houchins was found dead at a restaurant on Indianapolis' south side late Saturday morning.Police were called to LJ's Pub and Eatery in the 3600 block of South Meridian Street just before noon.Investigators said it appeared that Houchins, 70, died of natural causes. He had his keys and cell phone in hand when he fell and hit his head.Someone at the restaurant called 911 and flagged down police, but Houchins was dead when officers and EMTs arrived."All of us at the constable's office are actually very sad to hear that our constable has died," said Capt. James Neal, of the Perry Township Constable's Office. In 2008, Houchins and his former executive assistant were charged with two counts of conspiracy to commit theft and one count of corrupt business influence.Police said they were involved in a scheme to take items from the Indianapolis Metropolitan Police Department's property room.Houchins was set to stand trial later this month. Police said Houchins also conspired with an employee who he hired to use the office to engage in racketeering, theft, forgery, perjury and official misconduct. Investigators said he conspired to sell badges to people who weren't officers for between $500 and $2,000 each.An autopsy will be conducted to determine what caused Houchins' death.
