Police Detail Arrest Techniques After Brutality Claim

Feds To Probe Arrest Of 15-Year-Old Boy

Indianapolis police detailed the department's arrests techniques on Thursday in the wake of a federal review of claims of excessive force and racism by four officers.

Four white officers were placed on administrative duty after the arrest of Brandon Johnson, 15, a biracial boy who they say tried to incite a crowd, leading to a "riotous situation" as officers tried to arrest his younger brother last month.

But Johnson's family said the police beat the boy, bloodying his face, breaking his nose and chipping his teeth.

At Thursday's presentation, police leaders demonstrated acceptable use of force and arrest procedures, stressing that it can be difficult to try and arrest someone who is resisting, 6News' Renee Jameson reported.

"This is a very tough job," said Chief Paul Ciesielski. "On the one hand, we need to balance keeping our officers safe. On the other hand, we need to balance keeping the community safe and those people we encounter safe."

Public Safety Director Frank Straub said an internal review will determine if further actions is warranted.

"Sometimes we get things right. Sometimes we get things wrong," he said.

Michael Jones, a local pastor who attended the briefing, questioned the relevance of the demonstration.

"I think it was an attempt to have a conversation maybe, that's fine. But, I thought that the presentation was skewed," he said. "I thought that it's designed to kind of get people to just be quiet and complacent, and there's not really any interest in asking the tough questions."

Straub said the department's review should be completed within the next week to 10 days.

No formal charges have been filed against Johnson in the incident.
