State To Require Drug Tests For Job Training
Indiana Will Be 1st In Nation To Institute Requirement

INDIANAPOLIS -- Hoosiers seeking job training through the state will soon be required to pass a drug test.Beginning July 1, the Department of Workforce Development is implementing mandatory drug testing for those who receive training paid for through WorkOne.Commissioner Mark Everson said Indiana will be the first state in the nation to require applicants be clean, 6News' Rafael Sanchez reported."This is just common sense; employers routinely screen out applicants due to failed drug tests," he said. "In this time of scarce resources, it is irresponsible to train someone for a job they can't get because they use illegal drugs."Those who test positive for controlled substances will be unable to participate in Workforce Investment Act-funded training for three months. A second positive test will result in a one-year waiting period.All individuals who test positive for controlled substances will be referred to substance abuse counseling.Everson said about 9,000 Hoosiers are enrolled in WIA training programs to earn a certificate or degree at a college or trade school.Ninety sample collection sites have been set up across the state. The drug screening services will be paid for using federal Workforce Investment Act funds provided to the state for administration of training programs.Roy Hester is seeking work and said he thinks the drug testing is a good idea."If I had my own company I wouldn't want (workers) not being drug free. It could hurt the company," Hester said.Grindl Goodwin, an advocate of the Workforce program, also supported the drug tests."If they drug test me, I don't care. It's a good thing. You need a focused mind to deal with this," Goodwin said.The drug screenings apply only to applicants for third-party training programs under WIA, unemployment insurance benefits, Adult Basic Education, Trade Act benefits or regular WorkOne services, such as counseling and resume writing.
