Girl's Mother Charged With Neglect, Drug Possession

A south side Indianapolis mother was taken to jail after her 4-year-old child was rushed to a hospital Wednesday morning.

Police said the girl's mother was drunk, and the little girl was overcome by the extreme heat, 6News' Tanya Spencer reported.

Residents who live in the 1400 block of Knox Street said they heard Mindy Stephens, 27, yelling and screaming erratically in the middle of the night.

"She came over here, caused a ruckus, knocking on doors and windows, yelling about something," neighbor Thomas Williams said. "(I believe) she was drunk."

When officers arrived at the scene, Stephens was stumbling into the street, yelling and cursing at them, police said.

Police said when they entered Stephens' home, they found two 7-year-olds and a 4-year-old. The 4-year-old was unresponsive, pale and drenched in sweat. She was rushed to the hospital with a body temperature of 103 degrees, investigators said.

The other children had tried to help the toddler, investigators said.

"They had actually moved her to another room that they thought was cooler and put her in front of a fan, trying to cool her off," Indianapolis police spokeswoman Catherine Cummings said.

According to the police report, officers found a crack pipe and what appeared to be crack cocaine in the living room, just feet away from the children, and an open beer bottle also within the children's reach.

They also found dog feces, bugs crawling in piles of clothes and cigarette butts all over the floor of the home. Williams said he thinks that Stephens just needs some help.

"Last night was just a bad night for her," Williams said.

Stephens' 4-year-old and 7-year-old are now in the custody of Child Protective Services.

The other 7-year-old was just visiting and was returned to her mother.

Stephens was charged with neglect, drug possession, public intoxication and disorderly conduct.
