After Mauling Death, Group Pushes For Neuter Ordinance

MARTINSVILLE, Ind. -- In the wake of the death of a Camby man who was mauled by dogs, the Morgan County Humane Society is pushing for an ordinance that would require pet dogs in the county to be spayed or neutered, RTV6's Ben Morriston reported Friday.The society says the four dogs that attacked Boyd Fiscus on July 1 were not neutered, and that they might have been less aggressive if they had been.
Police said Fiscus, 83, died as a result of the mauling outside his home. The dogs, which were owned by a neighbor, were euthanized after Fiscus' death.The society is distributing a petition in support of the ordinance proposal, which would exempt registered breeders.The society's Angie Loudermilk said the push for an ordinance "was basically brought on about the time of the Fiscus case."The dogs' owners, Andy Warren and Anita Warren, have been charged with failure to restrain dogs resulting in death. Andy Warren also is charged with false informing -- a charge that police said stems from his alleged failure to tell authorities about a previous attack involving the dogs and a girl.Police said the charges against Andy Warren are more serious because he's accused of knowingly not restraining the dogs, while Anita Warren is accused of recklessly not restraining the animals.The Warrens face a December trial. If convicted, Andy Warren could face up to eight years in prison. Anita Warren could receive a sentence of up to three years.
