Authorities said Dennis Sloan, 15, was driving a stolen van and leading police on a chase on March 5 when the van broadsided a patrol car driven by Lawrence police Officer Craig Herbert.
Herbert, 34, died as a result of the crash. He was the Lawrence Police Department's first officer to die in the line of duty.Sloan also is charged with resisiting law enforcement, failure to stop at an accident causing death, and auto theft.A passenger in the van, also a teenage boy, was charged with auto theft. While making Friday's ruling, the judge said Sloan, who before the crash had been charged with fleeing law enforcement, failed at his attempts at rehabilitation in the juvenile justice system, RTV6's Derrik Thomas reported.
