FORT WAYNE, Ind. -- A private fire investigator who told jurors in the first Richmond Hill trial that the explosion was a "perfect storm" of events will testify again Friday in Allen County.
Steve Shand, owner of Shand Forensic Investigations, told jurors in Mark Ray Leonard's trial that he couldn't duplicate the explosion in 50 years.
