Barker pleaded guilty to shaking and beating 22-month-old Jasper Simpson, killing the child in August of 2011.
The child suffered brain injuries and severe damage to internal organs.
The court's ruling says the evidence paints a picture of Barker as a violent adult who perpetrated a lethal attack on a vulnerable toddler.
