KOKOMO, Ind. – An 11-year-old shot and killed a man in Kokomo, Indiana Wednesday afternoon, police say.

Officers with the Kokomo Police Department responded to a house in the 5200 block of Ojibway Drive at around 3:15 Wednesday.

They found Randall W. Rogers, 28, with a gunshot wound to the head. Rogers died from the wound.

Police believe Rogers was shot by an 11-year-old at the house.

The juvenile was detained at the Kinsey Youth Center for a delinquent act that would be voluntary manslaughter if they were an adult.

According to Indiana law, voluntary manslaughter means the person knowingly or intentionally kills another human being "while acting under sudden heat."

"Sudden heat" is a mitigating factor that reduces the charges from murder. The circumstances of Wednesday's shooting are unknown, but one example of voluntary manslaughter is when a person overreacts while defending themselves from an attacker.

Anyone with information regarding this case is asked to contact Detective Michael Banush at 765-456-7278, or the Kokomo Police Department Hotline at 765-456-7017. You may report your anonymous tip to Central Indiana Crime Stoppers at 1-800-222-TIPS.
