Who is Evan Dorsey? Suspect in Koontz killing

HOWARD COUNTY, Ind. -- Call 6 Investigates has been digging into the criminal background of Evan Dorsey, the man accused of killing Howard County Deputy Carl Koontz, and has learned his rap sheet spans at least six counties in Central Indiana.

Dorsey has been in and out of jail since 2008, mostly for non-violent offenses.

He has never served time in state prison.

In 2008, Dorsey was charged with paraphernalia possession and battery resulting in bodily injury.

He was convicted on the battery charge and sentenced to 60 days in jail.

In Montgomery County that year he was charged with minor possession of alcohol and reached a plea agreement.

Also in 2008, he was charged in Montgomery County with paraphernalia possession and later found guilty, and sentenced to one year probation.

He violated that probation in Montgomery County, records show, and he was sentenced to 360 days in jail and work release.

In Morgan County in 2009, he was charged with marijuana/hash possession and later found guilty.
He was sentenced to 100 days in jail.

In 2009, in Putnam County he was charged with illegal consumption, but the case was later dismissed.

In 2012, Dorsey was convicted in Marion County of marijuana/has possession and sentenced to 60 days in jail.

In 2014, in Clinton County, he was charged with felony possession of a controlled substance and unlawful possession of a syringe, also a felony.

He was convicted and sentenced to 18 months in jail, including two executed and 16 months of probation.

Dorsey violated that probation, and was sentenced to 60 days in the Indiana Department of Correction and more probation, but he never served time in prison.

“Dorsey never entered any of our facilities having served all of his time in the local jail and afterwards released to probation (court’s jurisdiction),” said Isaac Randolph, spokesperson for the Indiana Department of Correction.

Court records show he served the time in the custody of the Clinton County Sheriff’s Department.

In January 2016, a warrant was issued for failure to appear in court on the Clinton County case.

And in Howard County, Dorsey was charged in December 2015 with resisting law enforcement and false informing.

He pleaded not guilty, with a trial scheduled for April 2016.

  • 2009 - Montgomery County -Violates terms of probation - Sentenced to 360 days in county jail, work release
  • 2009 - Morgan County - marijuana/has possession (guilty) - Sentenced to 100 days in county jail
  • 2009 - Putnam County – illegal consumption (dismissed)
  • 2011 - Marion County- marijuana/hash possession (guilty) - Sentenced to 60 days in jail
  • 2014 - Clinton County: possession of a controlled substance (felony) (guilty), unlawful possession of syringe (felony) (guilty) - Sentenced to 18 months, 2 executed, 16 months probation
  • 2015 - Clinton County: probation violation - sentenced to 60 days in IDOC, but never went to prison, served jail time, 10 months probation
  • December 2015 - Howard County: Resisting law enforcement, false informing - pleaded not guilty, trial scheduled for April 2016
  • January 2016: Warrant issued for his arrest after failure to appear in court in Clinton County
