Morgan County Rejects Tax For Stadium, Stands Alone

Rest Of 'Doughnut' Counties Have OK'd Plan

POSTED: 9:32 pm EDT June 27, 2005

Morgan County on Monday became the only county bordering Indianapolis to reject a 1 percent food and beverage tax to fund a new stadium and convention center expansion in Indiana's capital.

Despite the county council's 4-3 decision, the projects are expected to go forward, RTV6 reported. The governments of Hendricks and Hamilton counties approved the tax on Monday, and the other "doughnut" counties -- Boone, Hancock, Shelby and Johnson -- OK'd the tax earlier this month.

In Morgan County, the tax was expected to generate about $600,000 yearly. Half would have been put toward a new Indianapolis Colts stadium and an expansion of the Indiana Convention Center, and the rest would have gone into the county's general fund.

Gov. Mitch Daniels had asked the seven counties bordering Marion County -- which contains Indianapolis -- to approve the tax by June 30.

Much of the project money will come from Marion County. Indianapolis' City-County Council this month voted to raise the county's food-and-beverage tax from 1 percent to 2 percent to help pay for the project. It also increased its hotel/motel tax and other taxes.

Indianapolis and the Colts face a June 30 deadline to agree on a lease for the stadium, RTV6 reported.
