Colts owner Jim Irsay intends to use the team's first draft pick to secure a quarterback, even if star Peyton Manning in healthy.

In an interview with ESPN's Hannah Storm on Thursday, Irsay said the opportunity to draft either Stanford's Andrew Luck or Baylor's Robert Griffin III is not something the Colts should pass up.

"With Griffin and Luck and the way it's shaping up at the top of the draft -- could very likely go one and two like it was with Peyton and Ryan Leaf," he said. "It's easy sometimes to speculate. It's most likely one of those quarterbacks that you really feel is the best player in the draft, and where we're at moving forward you can't pass that up."

In the 1998 draft, the Colts picked Manning, while Leaf went second to the San Diego Chargers.

Irsay said even if Manning were healthy, it likely wouldn't change his decision to draft a quarterback.

Manning underwent neck surgery in September and missed the entire 2011 season.
