MUNCIE — A joint emergency has been declared by officials in Muncie and Delaware County as they respond to the COVID-19 pandemic.

The declaration orders all barber shops, hair salons, nail salons, tattoo parlors, gyms, rec facilities, indoor play areas, private clubs, and fraternal organizations to close to the public.

Because of the declaration, all recreation and sports facilities at Ball State University are closed until further notice, according to a Facebook post from Ball State Recreation.

All city and county buildings are only open to the public by appointment, according to the order.

The declaration was signed on Thursday by Delaware County Board of Commissioners and Muncie Mayor Dan Ridenour.
