Muncie Boy Scout leader accused of having sexual relationship with, giving alcohol to teen boy

MUNCIE, Ind. -- A boy scout leader in Muncie is accused of having an inappropriate relationship with a teen boy.

Court documents reveal that the Indiana Department of Child services received the report involving a 15-year-old on November 19. The teen told police that he was having a sexual relationship with 21-year-old James Colter, who was a leader in his Boy Scout group. 

In those court documents, police say the teen told them he had stayed at Colter's apartment on at least two occasions and Colter gave him "clear alcohol" and had sexual relations with him. The teen also admitted that he had lied to his parents about where he was staying. 

The teen said another incident involving sexual relations happened at a Scout Camp in another county. 

After being interviewed by police, Colter eventually admitted to having an inappropriate relationship with the teen. When police reminded Colter that the age of consent in Indiana is 16 he stated, "That's where I f***d up."

Colter also admitted to police that he was in a position of authority in the Boy Scouts and he had used that position to get the teen into a high position with the ranks. 

Colter is charged with child seduction, sexual misconduct with a minor and contributing to the delinquency of a minor.
