CARMEL, Ind. -- The Indiana Public Access Counselor says Carmel Clay Schools should have released the reason why two top administrators resigned earlier this year, according to an opinion released Thursday.

The counselor says the district should have provided a factual basis for the resignations of former superintendent Nicholas Wahl and former human resources director Corrine Middleton.

Both Wahl and Middleton were placed on administrative leave while the district conducted an internal investigation.

The interim superintendent declined comment on the opinion.

School board president Layla Spanenberg released this statement:

"CCS just received the PAC opinion Wednesday afternoon. Working within the constraints of the law, the board is unable to respond ot your questions until we've had ample opportunity to review the PAC opinion."
