CARMEL, Ind. -- The Carmel City Council is considering a proposal that would create a “no-knock” list
If passed, residents would sign up with the Carmel Police Department and get a sticker to display outside their home and solicitors would have to check for addresses on the list before knocking on doors.

Solicitors who violate the “no-knock” lists would pay a $400 fine.
The restrictions would apply for both for-profit and non-profit businesses.
