In Bloomington, new rules will govern scooter use

BLOOMINGTON—Bloomington has a new set of regulations to govern scooter use in the college town, where both Bird and Lime have operations.

The rules were approved by the City Council this week and will take effect September 1. Here's a look at some of the key provisions:

  • Scooter parking will be allowed on city sidewalks, a change from earlier city council action that prohibited sidewalk parking.
  • Scooters cannot simply be dumped on sidewalks. They must be parked upright with enough room for pedestrians to get around them.
  • Riders could be fined for obstructing driveways, vehicle parking spaces, loading zones, ramps, fire hydrants, building entrances, parking meters, commercial displays, crosswalks and utility poles.
  • When a scooter rider spots a person with a visual impairment, they must get off their scooter and walk around the person.

The council vote was 7-1 in favor of the new rules, Down the line, there could be changes.
