INDIANAPOLIS — A man dubbed the "Holy Cross peeper" after he was caught peeping into windows and exposing himself in an east side neighborhood, has now been arrested and charged with breaking into at least two homes and inappropriately touching young girls.
Indianapolis Metropolitan Police Department Sex Crimes detectives arrested Harlan Graves in connection with an incident from Nov. 1 where surveillance video captured a man matching his description breaking into a home where a stranger had climbed into the bed of a 10-year-old girl and inappropriately touched her.
Graves was arrested, but never charged, with several incidents in late 2017 where he was dubbed the "Holy Cross Peeper."
In interviews with detectives, Graves denied inappropriately touching the young girl but admitted that he had climbed into her bed and put his hand on her leg. He told detectives that he was confronted by the girls' grandmother and then left the home.
Surveillance video from that incident showed a man on a bicycle, matching Graves' description trying to gain access through the windows of the family's home likely minutes before he crawled in through another window and into bed with the young girl.

While interviewing Graves, detectives were able to connect him to another incident on Oct. 31 where a man had climbed into a home in the 600 block of Jefferson Avenue and inappropriately touched a teenager.
In court documents released to RTV6 on Tuesday, the teen victim told police that she woke to a man in her bed touching her inappropriately. When she spoke up, the man jumped off of her bed and out the window of the home.
Graves told detectives that he went in through the window of a home and touched a young girl who was sleeping on the couch. When that girl confronted him he "jumped up and got out of there" through a window. He told detectives that he could not explain why he chose that house.
In February 2018, Graves, a registered sex offender who was recently released from prison, was accused of peeping into windows and exposing himself in a neighborhood on the city's east side.
Graves was arrested after weeks of reports from residents in the Holy Cross neighborhood who say an unknown man was looking into their windows. Surveillance video also captured Graves peeping into one window in the neighborhood with his pants down.

The incidents became so frequent that residents formed their own neighborhood watch groups to walk the area at night to put a stop to it.
Graves is a registered sexually violent predator due to an April 2000 conviction for child molesting and 2008 convictions for vicarious sexual gratification.
Court records show he pleaded guilty in June 2016 to failure to register as a sex offender and was sentenced to two years in prison. He was released on parole on Dec. 18 of last year. Reports of peeping in the Holy Cross Neighborhood began just weeks following that release.
