Former Indy Councilor Jeff Miller accused of violating probation by attending Halloween event

INDIANAPOLIS — Jeff Miller, a former councilor with the Indianapolis City-County Council is accused of violating the terms of his probation last month.

Miller served as a councilor until August, when he pleaded guilty to four counts of battery on an individual under age 14. He had been initially charged with three counts of child molesting. 

Miller is accused of violating that probation on Oct. 31 when he was seen at Scare in the Square, a trick-or-treat event in Fountain Square, according to a document from the Marion County Superior Court.

According to the terms of his probation, he was not to have any contact with anybody under age 16 without court approval.

It is currently unknown what penalty he will face for violating his probation if he is found guilty. 

On Thursday, Miller tweeted a photo from a ribbon cutting of a new Indianapolis playground on the Canal. The photo clearly shows children at the event. It is unknown if his attendance at the ribbon cutting will violate his probation.

Miller represented District 16, the near-southeast, south and southwest sides of Indianapolis. The investigation began last year when a 10-year-old girl came forward, claiming Miller had massaged her and made her uncomfortable on more than one occasion, according to a probable cause affidavit. 

According to the affidavit, the young girl told investigators that when she would spend time at Miller's home he would use massagers from his "basket of massagers" to massage her and other children who visited the home.
