Suspended Purdue student faces rape charges in Clinton County

CLINTON COUNTY—A suspended Purdue University student faces three rape charges after he allegedly forced himself on a young woman at a fraternity party.

This is a story RTV6 first reported on October 21. Now, additional information has become available from the Clinton County Prosecutor's Office.

18-year-old Richard Chan, a Purdue freshman from New Jersey, is charged with two counts of rape and one count of attempted rape. Chan was a pledge with the Sigma Tau Gamma fraternity.

According to a probable cause affidavit from the prosecutor, the victim went to a party sponsored by the fraternity at a barn in Clinton County on October 19.

Late in evening, the victim reported being raped by Chan inside a portable toilet. She told investigators Chan recorded the rape on his cell phone. The young woman said she was not acquainted with the suspect.

When he was questioned by police, Chan gave investigators his cell phone. According to the probable cause, video on the phone did show the victim trying to resist a sex act. Chan told investigators he did force the victim to have sex.

Besides the charges Chen faces, the incident resulted in the Purdue Interfraternity Council suspending the Sigma Tau Gamma fraternity. Chen was also suspended by the school.
